Would it be a good strategy to get all your relevant keyword listed as exact match and maintain a very long list of keywords for every possible search term that one can think of?

Keep in mind that your exact term keywords need to have a certain amount of search volume in order to be eligible to be entered in auction. If you have a whole bunch of keywords in exact match but they have low search volume, you're not going to show up for those keywords at all.

I heard if a new account does that google doesnt like it. They dont want you to be 100% efficient, they wont make as much

Going for every keyword is probably not ideal. I'd focus on top 20% if you have data on what's working

Most of them would become 'Low Search Volume' so you would still need broader BMM variation to capture those searches

There is software out there that will combine all possible combinations of your target keywords, locations, etc and even do custom DKI in the ad copy. I did this and build out an account with over 500, 000 unique keywords. Not only did it take HOURS to upload through Google Ads Editor, any time I wanted to download an update or make changes, it would similarly effect huge numbers of keywords and ads. Truly not worth it, separate by BMM, Phrase and Exact for each ad group theme if you are looking for more granularity and regularly look at your search terms list to update your exact match.

Might as well do BMM broad match modified and make it easy on yourself.

You won’t get as much volume and google doesn’t help advertisers who don’t set themselves up to pay for volume as much.
