I have a wired spotlight camera trying to set up, when I plug it in ti start setup the only thing it will do is the bright lights come on and it will not do anything else.

I have a wired spotlight camera trying to set up, when I plug it in ti start setup the only thing it will do is the bright lights come on and it will not do anything else. Ive tried the top button to reboot but it still does nothing. Any advice?
