Best answer
It entirely difference from market to market. You need to test, test and test to figure out what works and what doesn't. By testing I have figured our some targeting options which I never would have thought would work.

There's no "secret" best targeting option. Usually going relatively broad and letting FB "do the work" works best. (of course, while providing great offer & creative)
