If you did pass the data, it should be tracked correctly on the backend. This sometimes could be a sensitive information so facebook decides to hide this type of data.

You should be able to. Whether if you need to or not, depends on how you want to run your traffic;) if you want to run an ad to a custom audience, then yes, use this feature.
