Question

Can someone please explain why available impressions is upwards of 1 billion when i am selecting an intent audience of 100k - 500k impressions? I'm sure the answer is very simple.

If you use observation targeting numbers will be higher on right column because system will Also show other audiences but if you choose only target numbers will be same

Probably because it doesn't account for your geotargeting. I think it pulls the numbers for the entire country.

Under ads - settings = make sure Targeting expansion is set to zero google will show your ads to people who might look like your target group . it will suck you budget dry with no results
