Yes also increase advanced bid adjustment to from +other/advanced bid adjusment/calls

Usually. People bid based off value of a phone call, not clicks when it comes to call only.

Since phone calls are often related to conversions, they are perceived to be more valuable to marketers, thus people bid higher for them. But since calls often relate to conversions, your high er CPC is perfectly fine since your conversion rate is also higher. You can often get a lower CPA with call only ads than you would on a standard campaign. Especially if your website is poor, or you're mainly tracking phone calls as conversions.
