Can help on CTR but i prefer better structuring of thematic ad groups using keyword planner.

Definitely works for some campaigns can hurt others. Helps CTR as mentioned above but can hurt bounce rate and can kill budgets.

Good results on ad groups with a few key words. Make sure the ad reads naturally in every way.
