I have multiple campaigns running for my cleaning company. Some are Target CPA and a manual. They are basically duplicate campaigns, just different strategies. Since we are targeting the same KWs, locations, etc. Does that make it counterproductive and they compete against each other?

You're definitely competing against yourself here. Best way to do this is to create an experiment.

Correct Different campaigns or ad groups compete

As @manumit said, a/B test them and after the best deactivate the one that performs less good

Welp, I feel like a proper idiot. I had this thought earlier this week when I disabled two of them and started doing better with just 1 running.

I disagree with most of the above. Google will only ever choose one keyword per account to go into the auction. A quick search on the Google Ads support site will answer this for you
