I'm having a odd problem. I took a look over a neighbors account he had been trying to run ads his self using smart campaigns. Using smart campaigns he wasn't getting any clicks, impressions, any activity at all. I tried to run some campaigns myself not using smart campaigns, and same result. This isn't my first time running ads either, but I cannot figure out what he's not getting any sort of activities on his account. Any ideas?

Is it super niche with very low volume?

I successfully ran a campaign for him about a year ago and got good results. He's runs a Auto Repair Center.

@landis I'm assuming you rebuilt the campaign, not just changed the original campaign bid strategy?

I don't know my way around smart campaigns but see if you can see if there's any max cpc settings in the campaign, ad groups areas. Usually there's some kinda limitation there. How long have the ads been running?

Smart Campaigns are pretty limited to do pretty much anything other than bids. I believe you can add export keywords using keyword planner I'll have to double check, but other than that you can only select "search terms" keywords to be added. Google pretty much runs it which is bad and a waste of money.
