Did you remind your client, friends and family not to click on the Ad?  Sounds daft, but does happen when a client is now to online Ads

Ads or keywords disapproved? Billing issue? Are you using automated bids?

Ads, keywords approved. Billing is below payment threshold. also payments are automatic with credit card. Bidding is manual

Ghost review. Google is reviewing your account since it’s new, they just don’t let you know. Has happened a bunch of times to me. Leave it and the ads will start running in 2-7 days
