Started some campaigns recently with max clicks for a few days and switched to manual cpc with 0, 01€ (1ct) to know how high the bids are for each and every keyword in the campaign. Then played around with these CPCs. Works good for me.

Manual CPC. Put the CPC that your are comfortable with right now.

I wouldn't use a Target ROAS until you get 100 conversions

Manual or max clicks until you have enough sales, then target ROAS all the way
