I have a question for the experts in fact 2. 1. I am putting a proposal together and would like to do some research on cpc on relevant keywords, where’s the best place to look up current costs so I can estimate the budget they would need? 2. Can job agencies have ads per job and what’s the best way to feed ads based on new jobs that recently get published on their Wordpress website?

1. The best (and only thing to do) you test 2. Must be based on keywords. If they exist, then maybe.

1. Keyword Planner, then for competitive data SEMRush or similar if it's a big proposal for a high value client. 2. If the jobs have their own landing pages then yes, no reason you can't. If you are asking about automatically creating ads when new jobs are posted then you'd be talking scripts or possibly API stuff there. The below link might help. But depending on the number of jobs it may not be worth it. .
