Is there a difference in cost between bmm, phrase and exact match? If so, is it better CPC wise to have 2 exact matches, eg [counselling Gateshead] and [Gateshead counselling] as separate keywords or just go BMM with +Counselling +Gateshead To cover both bases?

Same with phrase match? Would "counsellors in Gateshead" be any more/less expensive than [counsellors in Gateshead]
