@parturient2385 higher dollar service so we often get calls several days after the initial click. Client does not want to implement something like Call Rail. So they ask clients when they call how they heard of them. He does very little other advertising so most all leads come from Google Ads.

Another common reason is that the majority of sales are conducted offline through a retailer and so conversion linkage isn't available.

The missing piece of the puzzle is what is your objective? You're basically limited to Manual, Target Impression Share or Maximise Clicks. Are you chasing traffic or exposure?

Is there really no conversion metric you can track to aid optimisation - be it time on site; something downloaded; repeat visitor; contact page visited . ?

Manual CPC. 60%+ of the traffic is mobile and that number is growing. Therefore use Manual CPC to bid your way to a desirable position and capture as much traffic as you can (presuming this is cost effective). Identify best ad schedule, all 7 days or just Monday through Friday (perhaps 8am-8pm).
