Where would be a good place to start to look for someone to setup our business's Adwords campaign? We sell images, vectors and 4k footage clips. Ideal arrangement would be hourly contract.

You mean stock images/videos Or you create social media banners and Facebook ads videos?

Stock images/videos , we are a marketplace for other creators. we don't create anything

If I were to run that campaign, I would reverse engineer what the competitors and sites like Shutterstock are doing. And start from there, and later keep on optimizing as I gather more data.
