Help!  I have a campaign running in 3 small towns within a valley (4 location keywords).Help! I have a campaign running in 3 small towns within a valley (4 location keywords). The campaign has (11) ad groups, each with approx (2) ads & (3-5) exact match keywords. The ad groups are relevant to the town and topic as much as possible but the ad copy is really bad. My starting budget is $20 CAD a day and I am manually bidding approx $3. 50 CAD a keyword. I got 3 leads to date. However, I am not spending my daily budget. This week: 5, 381 impressions / 22 clicks. My keyword quality score is 5/10, ad relevance is average / below average, ctr is average / below average and landing page experience is average. What am I doing wrong? I feel my 'ad relevance' needs to include the keyword in Heading 1 and Description 1, and my ad copy lacks a punch which causes a low crt, and somehow either all of this is affecting my quality score, maybe even my bid? Any suggestions?

Try the bidding setting TCPA in adwords. Its maximize conversions with a target CPA. It doesn't work within 24 hours, but it does work.

@betty550 suggested I change my bidding strategy to "maximize conversions with a target CPA" but I've only had 3 conversions to date, is this too soon be focusing on conversions? Also, curious if changing the bid strategy would solve my quality score of 5/10, ad relevance is average? I think my campaign needs to be rebuild from the ground up, with fresh ad copy using the keyword phrase in Heading 1 and Description 1. Any further advice would be much appreciated!
