Do any of you use google shopping? Is it possible to create a smart campaign but filter it to a specific product subset? I would like to advertise my summer tangs!

Its possible. Add column "product type" to your product feed, then upload it again and in your smart shopping campaigm you'll be able to choose products you want by the product type column created earlier

You can, just go on your product group, split your products by ID and switch off everything you don't want.
