Hello, I set my youtube video placement campaign budget at $10 a day and set the bid type to Target CPA 10. 41 because that is what google recommended me. It has been 5 days and the campaign has only spent $1. 5 so far. (Already have hundreds of conversions) Is the budget too low which is why it is not spending? The video placements all say eligible so im assuming its not a video view volume issue.

I'm assuming you already had conversions on this specific product?

You need conversion data when using target CPA. If you don't have enough conversion data Google will not spend you budget. Use CPV first to get some data.

@secondhand your spend is to low. Tcpa is the same as your budget. Try to increase your daily budget and if Google will spend the budget. Are the conversions from the same campaign?

@mchale yea i assumed it was the budget since its same as the tcpa. The conversions are from different campaigns. I based the tcpa from the overall average cpa of my google ads account

@secondhand TCPA are set on campaign level not your overall account. So your new campaign doesn't have conversion data to run TCPA.

@mchale yes i set the tcpa on the campaign level. What im saying is from my other campaigns, if i average the cpas together, it gives me about a $10 cpa.
