I wanted to pause the campaign when lifetime cost is 590 or greater , but not my total cost is 596 and the rule did not apply . why?

Because on the time you rule was executed your spend was less than 590.

@jaquelynjaquenetta You understood it in a wrong way. Even more, the rule will start (eventually) after the hour X, but not in Х:00 . it can start at X:59 .
