Hey Jennifer, if your e-commerce system allows pop-in into one of the custom label (numbered 0 to 4) and add value top sellers and then apply this label to the products that are your top sellers. Then within Google ads create a new campaign and only target where custom label 0 = 'top sellers' and exclude or other products. If it's difficult to apply this custom labels within your e-commerce system you can use feed rules within Google Merchant Centre to apply this custom label 0 value where product ID = and then insert a list of top selling product IDs.
