A potential client had a website and he never renewed it and its available again for purchase from any registrar, when he purchases it again, in googles eyes is it considered a brand new domain? If it had any sort of pagerank will it still maintain it?

Hard to say. There is no way to confirm how Google handles link value. In this case, I would guess that if the domain recovers any search referral traffic it had fairly quickly then Google probably allowed the old link value to come back.

Its depend that distance between domain renewals. The number of losing links is also playing an important role for it. Domain age will remain the same.
