A year has passed since I last checked : What is the best software / tool for LOCAL controlled home automation ? (I currently use SmartThings/WebCore and want to remove the cloud delay but keep the flexibility of complex logic)

Home Assistant / Hass. io at the core are the same. Get a raspberry Pi and install. You will not be disappointed. I found OpenHAB to be not as user friendly. If using HA with node red you possibilities are endless. Also look into ESPHome that integrate DIY sensors with Home Assistant with ease.

Hubitat is pretty similar in concept to ST and you'd probably find it easy to switch. WebCoRE can actually run on it (and executes pistons locally), but I'd suggest learning Rule Machine or using built-in or (trusted) custom apps instead.
