Lutron or Inovelli are going to be your best bet, C by GE will also be releasing their new switch that doesn't require a neutral wire and can also control smart bulbs

But C by GE is Wifi and dependent on their cloud, right?

It's actually WiFi/Bluetooth, so if you're physically in the space I believe it should work locally. My co-creator has one installed in his house right now so I'll have to ask him.
