ok. Not sure it such a z-wave thermostat exists, but as a last resort, you could combine a regular z-wave thermostat with the temp readings from something like ST multi sensor.

Tado, it's needs internet via Ethernet but the connect between the bridge to the devices is handles by the bridge.
