Does anyone know if a well known bank that allows you to create multiple savings accounts ? Kind of like an envelope system but through the bank ?

They have accounts called holiday savings or Christmas savings. You add money and can’t withdraw only once a year. I call it out of sight savings  every August you receive a check or a transfer to your checking. Then you start again for the year.

I work for a local bank and from my understanding you can have as many accounts as you need. Ive seen people have 10+ open accounts.

WaFed does, but there's a minimum balance requirement of $100 (for their basic savings account) to waive the monthly fee :/ they do have a free checking account with no minimum balance that you can open multiple of! WaFed is more western/south western section of the states from WA to Texas
