If a business owner doesn't have a personal profile (at all) and just a business page how do I startup ads manager?

However, you can create an ad account through your agency or profile page for him. This will be on your account though, not his. I believe you just need admin access to the page. Not sure though.

Using his CC facebook may flag that as suspicious.

Just get him to set a dummy FB account

Technically you can have a page not tied to a personal account it’s called a gray account. Most the time I see people who tried making a page long ago run into this issue. Just add a profile as an admin to the grey page and you’re all set
