I wouldn't trust anyone to do media buying for me. People who manage media would take 4x what I make to manage my spend, nothing else.

Grow them! Hire young people with little to no experience and teach them how you run things. They will do the buying how you want, for much cheaper. With a good onboarding program, you can have inexperienced people running campaigns quickly and effectively.

Better to have enough of an understanding to know the difference between junior and senior media buyers. You should always look to invest in the knowledge of your team so they can better serve you and your clients. Create a culture where they feel valued and don’t want to leave and you’re not scared they will jump ship after learning enough

You forgot option #4. Convert an existing one over with existing clientele. Media buyers jump ship all the time and can bring in new clients. Some look for agencies that have the capabilities to provide creatives for their clients. These are the best ones with existing revenue stream. I always like new hires that brings money to the table.
