If I cover old grass with heavy duty membrane then stone or bark will it come back through?

Depends what membrane you use. If it’s gardening one the black mesh they only last for 5 to 10 years. I had it down and it’s degrades. I then used black plastic builders membrane and that should do the trick as plastic doesn’t degrade for at least 100 years.
