I know Google bans an account if you create two similar stores with the same products and you advertise both of them at the same time. But what if I have one store . com for USA based customers and one co. uk for UK customers? Even it both stores are identical a part from the currency, will this be against Google terms?

If geo targeting I assume ok.  
The Google AdWords Group is where you can always find questions, answers, advice, reviews & recommendations from other community members about successful search engine marketing (SEM) ads through Google AdWords.
