Are you allowed to have the ads and keywords in different languages? For example German keywords, but English ads.

Sure you can, but quality score won't be any good. And I don't think it will convert good. People who search in German could be disappointed to see English ads and get to an English Webpage.

Unfortunately that's the only option I've got. I mean, if the ads were in German. the landing page would have to be in German too, right?

You can, but personally I'm always creating separate campaigns and pages in website for each language. That help me in building quality score, and I can track and target both audiences very well

If our Google Ads are optimized for conversions and you are getting conversions for the desired target CPA - does it make sense to take your best performing keywords with the lowest CPA and create ads with maximized clicks just for them?
