Basic question.  If I created a retargeting campaign for all website visitors, while I'm running other regular search campaigns.Basic question. If I created a retargeting campaign for all website visitors, while I'm running other regular search campaigns. Do the visitors of regular Campaigns get automatically added to the running retargeting campaign?

You have to add remarketing tag.

You need to add your retargeting audience to the search one not the opposite. This is called RLSA:  This will lower you cost per conversion if the customer is coming from the retargeting campaign.
