1. Check settings for delivery optimization. Although Google is sunseting aggresive delivery, you still might have that option available and in your case also active. 2. There are some scripts/tools available for budget optimization throughout the day. Try to look them up if you find one that suits your needs. 3. You can also have too high bid setting. If you are aggressive bidder, it means your ad will show more frequently and that can cause faster budget spend. If you bring your bid lower, it will probably slow down the spend. I would recommend you to bid 10-15% lower than your CPI. 4. I don’t know if it works with app install campaigns, but you might be able to set your ads to show during certain hours of the day. Check your data to see what is the best time to optimize for. For this last setting I am not sure if it is available in UAC. Never tried it, but worth exploring the option.
