I have 2 campaigns running. 1 is higher intent, with many small, specific ad groups like near me, best, company name, and multiple surrounding towns, using manual CPC. I have a seperate lower intent campaign at 10 dollars a day, using maximize clicks. I'm noticing that the lower intent campaign is getting search terms for ones that should be picked up by the high intent campaign. For example, "physical therapy in verona". Should I add the town names and specific modifiers as negatives in the low intent campaign? Or be ok with it getting clicks for those terms because they are cheaper? Thanks very much!

Yes, exclude.

If You showing same landing page and cpc is less - why not, but if your broad kw campaign landing on some kind of content, and more specific campaign on a commercial intent landing page, then yes - you should ezclude.

Do not exclude as you are basically getting some cheaper clicks for your high intent keywords
