Yes, Google Adwords Editor. A free software to download / export an account content

Be careful though. Running the same ads to the same pages from different accounts can be seen as double serving

Google Ads Editor. In some cases it is also better to copy campaigns inside your account by using it ;) If something go wrong then sometimes you will need to reinstall it.
