Ok, I'm getting lost on this one. I need to promote a special offer that only runs for one week, so during that week I want to only show ads for the special offer. Do I create new ad group for the special and pause the other ad groups? Or shall I create new campaign and pause the other campaigns?

Yes, but you better create special ad groups with offer ads. You can always add the extensions with them, but it's not guaranteed that they will be displayed everytime. So, better you create a new ad group for the offer, write special ads (with the offer in the headline itself, if possible) and tag them with the promotion extension.

Make sure to pause the campaigns from the ad level.
