Contact the Google Ads Team. I had the same issue with new accounts.

That's bad. Did you use a foreign card or something?

Credit or Debit? Did you create the Google Ads account for a company or personal?

I don't think so. Many companies have foreign admins. But Google Ads have sometimes problems with debit cards. I can't use a debit card for my Hong Kong Company Google Ads account for example. Only credit cards.
