A view is accomplished if a user is watching your true view video completely or at least 30 seconds. The ratio between Impressions and Views is then the so called VTR. If a user skips the ad before watching all of it or 30s it’s not a view. Bumper ads you can’t skip, hence view=impression. But you could still work with the „played to“ numbers from the screenshot and say that 89% of all impressions/users watched all of the Bumper sequence.
