@bromidic78305 thank you, I did not know they were dependant, but that's obvious.

I had a client with a new account and the same issue. Ultimately I had to keep raising bids. It was odd because I tried raising bids to 3x what the Keyword Planner showed for the keywords we wanted to show for. Nothing.  I even tried max clicks without a bid limit and never received impressions. We finally started seeing impressions when we raised it to 7x what we anticipated bids should be. After we started seeing significant impressions I slowly lowered them until they were where we originally thought they should be.

@abstemious hmmm great insight thank you. I increased 3fold and crickets. maybe should try 7 fold but it doesn't make roi sense.

@grill That's exactly our problem. It wouldn't have been worth it if we had to leave it. Also keep in mind, your bid is not necessarily what you'll pay.

@abstemious yes correct. my average search campaign bid is 1. 50 and I can get plenty of clicks for that. but I was hoping that shopping ads are going to be more cost effective

Perhaps you are using smart shopping or smart bidding. When system was not able to achieve the expected CPA, ROAS stopped serving.

Products could have also expired, there are hundred of possibilities

@nalchik many thanks. I think it is not smart but will double check

If product has expired, would the merchant centre still show green?

@grill can't tell from that screen shots, could still be smart, going to settings at campaign level you should be able to check it out as well the bidding strategy (use Manual).

@grill not 100% sure about that, none of the products in my feed expired in a really long time, since they are automatically updated. But if everything in merchant is fine (policies, expire date, etc), and campaign / bidding are not smart. I would say it's likely just a bidding issue, probably bid is too low.
