Maybe you could try going to a pay per call agency. You could buy calls from them as opposed to paying an agency a retainer. That said, most legit agencies will not do a pay for results deal because there are hard costs associated with executing a campaign (labor, etc. ). Insurance is very competitive. I bought a new health plan over 1 year ago and I'm still getting texts and calls almost daily. Maybe you could try buying a simbank and doing text blasts to old lead lists. Idk. I'm just trying to think outside the box. Here's another idea, take your website and build out pages for every city in the states you can operate in, targeting keywords like Insurance Agent + City. If your website has some authority, some of these pages will rank quickly and you'll get leads. But for Google Ads, it's going to hard finding someone with experience to work on a pay for results basis. Especially if you're trying pay out on closed deals and not leads.
