Yes, but for legal reasons, they farm their work out to an outside agency to do it for them.

@beating95982 it means while they are ads for Google, it isn’t Google themselves running the ads. I’ve had to bid against them before as well.

Could be another advertiser sending traffic to their own Google listing on a Google. com domain. What's the keyword?

@beating95982 I believe I've read somewhere that when Google's own ads appear in the auction, they don't actually impact CPC for other advertisers

No maybe not, but they are top seems anti-competitive to me.  
The Google AdWords Group is where you can always find questions, answers, advice, reviews & recommendations from other community members about successful search engine marketing (SEM) ads through Google AdWords.
