Clicks to email, call, form submission, live chat. If track as Adwords conversion, can all can be done in GA goals or only GTM?

If I understand your question correctly: Yes, excluding the calls: 1. From call extensions - not possible 2. From the landing page - depending on your call tracking software

As in create these as goals, then link it to adwords and track as conversions. Or is it only possible using GTM?

@proctology GTM is just another way to create them, instead of GA tracking codes.

It's much easier to set up these goals with GTM than by modifying GA-Code, which would be necessary to track most of them. If you're lucky, you have a Thank-You-Page for form submissions, so that you can simply track pageviews as conversions. For the other goals, you need to have special tracking code on the website.

@eads25904 yep. Full agreement. Re: thank you pages. Why is it so hard for devs and web builders to understand the importance of a separate thank you page? Never fails to surprise me.

You can set up the event in GTM or GA. The goal is setup in GA and if you want as a Google Ads goal as well using Tag manager.

Im not super familiar but was told GA only for destinations (thank you page) and not events (click to call or email)? I dont think that is correct but not 100% sure. do i need or dont need to ask for GTM access then?

It's simpler to create the rules to fire the events from GTM. (As noted above)
