Analytics is more specific and more detailed for sure. But Google Ads allow you to fill the list retroactively, so if is something urgent and you cannot wait to fill the list, I would go for Google Ads, otherwise Analytics always.

I'd usually do via analytics. You can build far more granular, sophisticated options than via Google ads

Remarketing lists G Analytics and if we speak about conversions then go with G Ads if you can ;)
