If I own a tour company in one city (so all my traffic will be tourists from all over searching for a tour in this city before visiting) is it better on google ads to target All countries and territories with People in, or who show interest in, your targeted locations or my city with target set as People searching for your targeted locations?

You should have 3 campaigns. 1. Targeting the main country where you get most visitors from and you the 2nd. location option "people in or regularly in my target location" all the keyword in this campaign have to be location based +tour +agency +your city, +tours in +your city. 2nd campaign targeting your 2nd most important country that you get visitors from, choose the correct language in case it's not English and the rest is the same. 3rd campaign can be targeting your local city with same location keywords and much smaller budget. Just in case someone is there and they need some help

The main reason for this is to allocate most of your budget to the main campaign

@soricine but do you have budget to cover all the traffic from all over the world. Does everyone from every country represent the same dollar value or are there some countries that earn less and are less likely to afford

@soricine okidoki. Sounds good. Just making sure your campaign doesn't get limited by budget by casting too wide a net.

If your keyword targeting is tight then go worldwide. If you're hitting budget restraints then increase budget for more leads or decrease bid for cheaper leads. You can check the CPA of countries in the reports and observe and adjust bids accordingly to optimize countries individually.
