In the past, I launched a personalized campaign for smartphone repair service, where I used device targeting in GDN and combined with the location (city). The result was highly personalized branding, where I used banner that contained image of the phone, name of the closest shopping mall with a branch, and a message "We can fix your [phone model] at [shopping mall name]" :) It worked really well. Maybe you can try that instead of search. Also, I would recommend to automate it as much as possible. I used thousands of banners for that, so it would be a pain without automation :D Let me know if you have questions
