I feel like I'm on a brain fart here but is it possible to add a negative keyword list to the adgroup level rather than campaign level?

I'm new to this. If I wanted to advertise on a specific YouTube video (my ad is not a video) is there any way to get it so I pay per view i.e each time the ad comes up instead of clicks (CPC)?
