Question

I have a city targetted and the option set to "People in this location or regularly in this location". If I exclude surrounding suburbs will it prevent people who work in the city core from seeing ads when they go home? I only want people in the main city.

Yes. If unsure if it’s working as desired check the user location report making sure the city is “physical location” not “location of interest” YMMV due to mobile and vpn

I not sure what your doing but what out it you are getting to small of an audience. If you target to small you not going to get any results. Test it out. Test a few audiences.
