Can you create an SEO website description that is JUST for advertising purposes on google shopping? How does that impact SEO positions vs. what your actual shoppify store description has? I wanted to make the actual ad a bit more concise.

If you no-index or block your product page from being crawled in someway and this is the page you are using in your feed, then this product/feed will be disapproved in MC

Do you mean a different page for your products, and a different one for organic? Yeah you can do that. Either no-index your PPC landing page or whack it on a subdomain
