Question

I just have a simple question. A dear friend of mine and adopted grandpa to my children will be turning 71 in June. He is Vietnam Veteran and a Marine. I would like to know how I can organize a car parade for him? How does it work? Please help me . Thank you in advance. He lives in Oswego.
