I had my alarm go off today when I was not home and the cops showed up because of the wind jiggled the Kitchen window! Do I get charged extra for that now?

Check with department. Not from Ring. Police will start charging after 3rd time in my area if false alarm

System did it’s job fix the window. Many departments charge after the third false call.

Normally they call you first before call emergency. Sounds like you do not have that feature on? I get call when I accidentally set mine off.
