In my experience a redirect loop causes the browser to display an error message. If you don't see such a message then that is probably NOT the cause of a page's failure to load. But there might be a fringe case I haven't seen.

I think what you're describing is known as a redirect chain, then. Loop - A->B->A Chain A->B->C->D There is no easy way to identify a chain. You have to look at the redirect definitions or crawl the site with a tool that logs the chains for you.

We've used this tool to follow the chains around. There are certain plugins (depending on your CMS) that are great with identifying the redirect hits, so you can chase them down, too.
